Europe's Blind Spot

At first glance, this seems like a minor event. The resignation of a non-president of a non-state in a small and poor region of the Caucasus is not the kind of thing that generally grabs headlines. The broader context, however, suggests that we should pay a bit more attention to these events, particularly as the West is increasingly concerned about Russian aggression.

The Circular Logic of Allies and Assistance

Today, however, this order is largely reversed. Instead of foreign countries receiving assistance because they are allies, in much of the world, including large parts of Africa, the former Soviet Union and the Middle East, foreign countries are U.S. allies because they receive foreign assistance. Thus, for non-wealthy countries, receiving U.S. assistance is what defines that country as an American ally. To a large extent, the alliance has become the result of the assistance, rather than the other way around.

Russia's Non-Competitive Elections

The Russian election occurred on Sunday with results that were consistent with what most people expected. Vladimir Putin won the election handily among widespread reports of election fraud, inflated vote totals from the northern Caucasus region of Russia, and general electoral misconduct. Putin, according to official reports, won roughly 63% of the vote, which was a higher proportion of the vote than some had anticipated, but his huge margin of victory, a full 45 points more than second place finisher Gennady Zyuganov, was less of a surprise.

The Russian and U.S. Presidential Elections

The U.S. response to events in Russia in March will be complicated by another presidential election, the one in the U.S. While President Obama will have to respond to events in Russia in a thoughtful way taking into consideration a range of issues, Republicans will use these events as an opportunity to portray Obama as soft on Russia. Talking tough on Russia will be a good way for likely Republican nominee Mitt Romney to strengthen his support in at least one part of the Republican base.

While it is clearly too early to know what will happen in Russia, there are several aspects to the current situation in Russia which could become increasingly significant as the current political crisis in Russia unfolds. First, when faced with a domestic political crisis, leaders often seek to identify an external enemy at whose feet to lay the blame for internal problems. This can take the form of rhetoric and propaganda, but it can also manifest itself through military actions. The Russian regime has already sought to increase its anti-American rhetoric, as it has done periodically throughout the last decade or so. This time, this approach has not been very effective. Efforts by Putin to depict the demonstrations as a western conspiracy have largely failed.

The Arab Spring and the Future of Democracy Assistance

With regards to North Africa, western democracy assistance proved to be a minor player in the recent breakthroughs. Although democracy assistance organizations were active in Egypt and elsewhere in the months and years leading up to the Arab Spring, support for these organizations was outweighed by such a substantial degree by western support for the authoritarian regimes, that the west, and the U.S. in particular, has been broadly viewed in the region, probably accurately, as being responsible for keeping the old regime in place for so long rather than for helping accelerate its downfall.

Lessons for Authoritarians from the Arab Spring

It is still too early to know whether or not the extraordinary events earlier this year in Egypt, Tunisia and elsewhere in North Africa will lead to meaningful and enduring advances for democracy, but the resignations of Hosni Mubarak and Zine al-Abidine Ben Ali and the threats to the leadership other autocrats in the region have not been lost on authoritarian and semi-authoritarian leaders seeking to remain in power in other parts of the world.

Is U.S. Soft Power Declining Too

It is difficult to open a newspaper or peruse the internet without reading about America’s declining power around the globe. These stories which never really go away but seem to have increased in the last few years almost invariably focus on America’s reduced economic power as well as the rise of other powerful countries or blocks, most prominently China, but also India, Russia, Brazil and even Europe.


What Can We Really Learn from Afghanistan?

The lessons which the U.S. learns from Afghanistan will frame foreign policy for the decades to come, but it is not at all clear what all those lessons will be. Some of these lessons, that the U.S. cannot easily bring any country it chooses into the modern democratic world, that we should not lay our trust in leaders as erratic, undependable and corrupt as Hamid Karzai, that winning the peace is far more difficult than winning the war and that the conflicts of the 21st century are quite different than those which characterized most of the 20th century, are obvious.

U.S. policy in the former Soviet Union is defined more by continuity from Bush to Obama, than it is by change between the two administrations, but the latter seems more open to viewing the region with some nuance. This means that issues such as democracy and NATO membership while still important to the U.S. may be viewed differently by the new administration. Of course, that also means these issues may not be viewed differently, but these are the kinds of questions that should be discussed during this trip.

 

Russian Spheres of Interest and the Question of Kyrgyzstan

 

Georgia, naturally, sharply disagreed with this view on the very reasonable grounds that as an independent country, they had the right to chart their own foreign policy and that they wanted to become closer to the U.S. and Europe. For Georgia accepting Russia’s sphere of privileged interest would have meant giving Moscow veto power over Georgian foreign policy. The notion of spheres of privileged interests for Russia was also clearly rejected by western powers who shared Georgia’s view, not only with regards to Georgia, but with regards to all countries. Critics of U.S. foreign policy have, not without reason, pointed out that the U.S. rejection of the spheres of privileged interests does not stop the U.S. from believing it has its own spheres of privileged interests, but that has not prevented the U.S. from strongly disagreeing with Russia on this.

Fistfights and Democracy in Ukraine

You know it is a rough time for democracy in the former Soviet Union whenimages of fisticuffs from the floor of the Ukrainian parliament are broadcast all over the world; and that those images of fistfights, eggs being thrown and wrestling over a giant Ukrainian flag represent some of the better news regarding democracy in the region. Obviously, debate and discussion is more appropriate than violence and shouting matches in any legislature, but sadly, this incident is one of the rare signs of democratic life in the region.

Five Foreign Policy Issues That Will Be With Us for Another Decade

When this decade, which is now only a few days old ends, we will almost certainly be confronting foreign policy challenges that are hard to foresee right now. In January of 2000 few would have foreseen that a terrorist attack on the U.S. would so radically reorient and drive our foreign policy for most of the decade or that we would spend most of the decade embroiled in a seemingly endless war in Iraq. However, it is likely that some of the foreign policy issues confronting the U.S. now will not go away and will remain confounding problems throughout the decade. Some issues such as the problem of combating terrorism or the wars in Iraq and Afghanistan will remain, but may take very different forms over the course of the decade. These five are likely to remain substantially unchanged over the next ten years.

2009 Annus Horriblus or the Year We Stopped Digging

Obama’s first year in office, while far from a foreign policy failure, has not brought resolution to any of the major challenges facing the U.S. Wars continue in Afghanistan and Iraq; peace remains more elusive than ever in the Middle East; Iran is still on the brink of developing nuclear weapons; significant parts of Eastern Europe and the former Soviet Union remain concerned about renewed Russian power in that region and the global economic downturn has raised the possibility of political instability in much of the world. This was the capstone year of a decade that has included the terrorist attack on September 11th, 2001, a conflict in Iraq that has lasted considerably longer than the U.S. involvement in World War II, plummeting U.S. popularity abroad, the stalling, or even reversal, of the spread of democracy, and rising military, political and economic threats to the U.S. from Teheran to Beijing and from Moscow to Caracas.

Maybe the US-Russia Reset Isn't About Iran

The Obama administration’s relations with Russia are still a work in progress, but there is some reason to be encouraged, and some suggestions that Biden’s views lie at the core of the administration’s views as well. Thus far, the administration has avoided trading off anything important to the US, such as support for Georgia or recognition of Abkhazia and South Ossetia. The administration has conceded things to Russia that they either they did not have, such as a realistic chance of bringing Georgia and Ukraine into NATO, or things they did not want, such as missile defense in Eastern Europe. This reflects the understanding of relative power of the two countries suggested by Biden’s comments.


Obama's Missed Opportunity in Afghanistan

In fairness, sending more troops to Afghanistan has a certain logic to it because it is apparent that we cannot achieve our mission there at the current troop level.  However, sending more troops is also something of the right answer to the wrong question.  While it is clear that staying the course in Afghanistan is not going to lead to swift victory and soon to troop reduction, it is far from obvious that increasing the number of troops there will achieve this goal either.  Instead both these options will almost certainly lead to a commitment to U.S. involvement in the region that has no clear end, and which very likely means an expansion of our role and presence beyond Afghanistan in ways, and with implications, that we cannot fully anticipate.

Changing Course on Missile Defense: Why Refusing to Pick a Fight with Moscow is Not a Sign of Weakness

Obama’s decision to stop pursuing this is being described by critics as surrendering to Russia and a sign of the American president’s weakness.  When viewed through the narrow lens of competition and machismo, this is not an unreasonable conclusion, but when the lens is expanded to include the actual interests of the U.S. and its allies, things look a little different.

The Ownership Deception

Rumsfeld’s remarks are so bizarre because they occurred after, if not during, an invasion of Iraq by the U.S. during which Iraq’s government was destroyed.  Whether or not one supported that invasion, it is reasonably clear that less than four years later, the U.S. still had a fair amount of responsibility for Iraq’s reconstruction and security.  While Rumsfeld’s remarks were clearly premature in post-war Iraq, there are many cases around the world where the question of when international, or U.S., responsibility should stop is far more difficult to resolve.

Afghanistan-How Much Election Fraud is Okay?

As allegations of election fraud, intimidation, violence and ballot stuffing in the recent Afghan elections increase it seems as if the election in Afghanistan is in that gray area where there was a fair amount of fraud, but it is not yet clear whether there was enough for it to have changed the outcome of the election.  This puts the U.S. and other international actors in a complicated position.  It is not uncommon in elections in semi-democratic, semi-authoritarian, post-conflict, or as in Afghanistan, mid-conflict countries for some amount of mid-level election fraud and misuse of resources to be discounted by international actors because “the voice of the people was heard”, or to phrase it less delicately “the guy who would’ve won (usually the incumbent), won anyway.”

Kyrgzstan: How Trading Democracy for Stability Actually Doesn't Work

Stability is the last refuge of many non-democratic leaders, but there’s little evidence that these leaders can ensure stability in their own countries or internationally.  As Rice pointed out, supporting stability over democracy in the Middle East has often led to greater instability.  The Shah  was supposed to bring stability to Iran and to the region at large, but many of the region’s current problems are actually linked to that regime and to U.S support.  Throughout the Arab world, authoritarian regimes have also shown that they are unable to deliver stability.  This isn’t only true in the Muslim world.  Does anybody think that the strongman regime of Vladimir Putin has brought stability to the former Soviet Union?  Stability in Russia itself is far from guaranteed, particularly given recent events in the North Caucasus.
