The Arab Spring and the Future of Democracy Assistance

With regards to North Africa, western democracy assistance proved to be a minor player in the recent breakthroughs. Although democracy assistance organizations were active in Egypt and elsewhere in the months and years leading up to the Arab Spring, support for these organizations was outweighed by such a substantial degree by western support for the authoritarian regimes, that the west, and the U.S. in particular, has been broadly viewed in the region, probably accurately, as being responsible for keeping the old regime in place for so long rather than for helping accelerate its downfall.

Syria and Other Lessons from 1989

Since 1989, most authoritarian leaders have probably thought that the consequences for blithely killing hundreds of demonstrators in the main square of the capital, including being cut off from foreign assistance, facing massive civil unrest facilitated by better communication technology, trade sanctions or foreign intervention outweigh the short term gains those actions would bring. The Syrian government is currently challenging this received wisdom of the last two decades. Ironically, because Syria is a much smaller, less powerful and more ordinary country than China what happens there may be more important for other countries than what happened in China 22 years ago. Therefore, if the al-Assad regime remains in power after killing and torturing hundreds of its own people, it is likely that will set a more powerful precedent than the Chinese government set in 1989.

Revolution and Democracy in Egypt

History has shown both that revolutions are rare and not the inevitable outcome of large, even massive street demonstrations, and that when most authoritarian regimes are overthrown, they are not replaced by democracies. Moreover, while some democracies, notably those in countries of Eastern Europe like Poland or the Czech Republic as well as the Baltic states arise out of events that could be described as revolutions, most democracies take a very long time to evolve. The American democratic revolution, for example, lasted roughly two centuries beginning with the American Revolution in 1776 which brought independence, followed a few years later by the creation and approval of the U.S. Constitution, and ending when apartheid in the American south was brought to an end with the Civil Rights and Voting Rights Acts in 1964 and 1965. Some other democracies, Germany and Japan, for example, grew out of military defeat, occupation and enormous commitment of resources from other democratic countries.

Is U.S. Soft Power Declining Too

It is difficult to open a newspaper or peruse the internet without reading about America’s declining power around the globe. These stories which never really go away but seem to have increased in the last few years almost invariably focus on America’s reduced economic power as well as the rise of other powerful countries or blocks, most prominently China, but also India, Russia, Brazil and even Europe.

U.S. policy in the former Soviet Union is defined more by continuity from Bush to Obama, than it is by change between the two administrations, but the latter seems more open to viewing the region with some nuance. This means that issues such as democracy and NATO membership while still important to the U.S. may be viewed differently by the new administration. Of course, that also means these issues may not be viewed differently, but these are the kinds of questions that should be discussed during this trip.

 

Eastern Europe and the Obama Administration

Citizens and leaders in Eastern Europe cannot be faulted for being worried about Russian policy in the region, particularly given the aftermath of the Russia-Georgia War of 2008.  However, there is a danger of several issues being conflated with this fear.  The serious concerns about Russia often contribute to a somewhat unfounded fear that the US is going to abandon its allies and principles in Eastern Europe as part of its goal of “resetting” relations with Russia. This fear is not always rational and has not been assuaged by anything President Obama, Secretary of State Clinton or others in the administration have said about the refusal of the U.S. to make any tradeoffs of this kind.

Twenty Years After the Fall of the Berlin Wall, How We Misremember the Cold War

The Cold War was the organizing principle of American foreign policy, and had a strong influence on domestic policy as well, for almost half a century.  Today, less than two decades after its end, the Cold War is poorly remembered.  The equivalence which some have suggested between the threat of Jihadist terror and that represented by the USSR, and the almost ubiquitous comparisons between Saddam Hussein and Stalin from those trying to drum up support for the Iraq war are just some examples of this.  These comparisons are not so much wildly inaccurate, Jihadist terror represents a real threat to the U.S., and Hussein was much worse than your garden variety dictator, but they betray an intellectual laziness and failure to understand the true nature, and, for quite a long time, power of the Soviet regime.

 

Changing Course on Missile Defense: Why Refusing to Pick a Fight with Moscow is Not a Sign of Weakness

Obama’s decision to stop pursuing this is being described by critics as surrendering to Russia and a sign of the American president’s weakness.  When viewed through the narrow lens of competition and machismo, this is not an unreasonable conclusion, but when the lens is expanded to include the actual interests of the U.S. and its allies, things look a little different.

While I have lived, worked and frequently visited Georgia since 2002 and have written extensively on Georgian politics, I am not going to address the specifics of the conflict here. Instead, it might be useful to explore some of the questions which the conflict between Georgia and Russia raises for domestic politics in the US. The conflict has, appropriately, led to debate online and elsewhere about the limits, impact and attitudes of American power foreign policy. It has also, again not unsurprisingly, become an issue in the presidential race as Senator McCain has responded with blustery statements stressing Russian aggression and the need to defend Georgia, while Senator Obama has emphasized these points, but also stressed the need for partnership with Europe on this issue.
